Police Verification

Everything landlords and tenants need to know about mandatory police verification in Bengaluru, and how to complete it online.

Is it mandatory?

Yes. Under Section 188 of the Indian Penal Code, it is legally mandatory for landlords to inform the local police station about their new tenants. Failure to do so can result in a fine, imprisonment, or both for the landlord.

The Bengaluru City Police (BCP) has made this process strictly enforced, especially given the city's large floating population of students and working professionals.

Who is responsible for it?

The primary legal responsibility lies with the landlord. However, the tenant must cooperate by providing valid identification, past address details, and workplace information. Often, landlords ask tenants to initiate the process or provide the necessary documents upfront.

How to do it online (KSP CLEAR App)

The easiest way to complete the verification in Bengaluru is via the Karnataka State Police (KSP) official app. Here is the step-by-step process:

  1. Download the KSP CLEAR app (or use the Seva Sindhu portal).
  2. Register an account using your mobile number and Aadhar.
  3. Select 'Tenant Verification' from the list of services.
  4. Fill in the tenant's details: Name, Aadhar number, previous address, native address, and current workplace/college details.
  5. Upload a clear photo of the tenant and their ID proof (Aadhar/Passport).
  6. Pay the nominal processing fee (usually ₹200 to ₹300) online.
  7. Submit the application. You will receive an acknowledgment receipt which serves as proof of initiation.
Tip: Always keep a copy of the final clearance certificate or the acknowledgment receipt. Many housing societies (Apartment Associations) in Bengaluru now demand a copy of the police verification before allowing a tenant to move their furniture in.

The Offline Process

If you prefer the offline route, you must visit the jurisdictional police station where the rented property is located.

  • Collect the 'Tenant Verification Form' from the station.
  • Fill in the details of both the landlord and the tenant.
  • Attach passport-size photographs of the tenant.
  • Attach self-attested copies of ID proof (Aadhar, PAN, Voter ID) and the signed rent agreement.
  • Submit the form to the station officer and collect your acknowledgment slip.
